Can a third party access the “statement of opinion” for a Chinese application through the Chinese Patent Examination Information Inquiry System (https://cpquery.cponline.cnipa.gov.cn/)?

A third party cannot access the document titled “Statement of Opinion” through the Chinese Patent Examination Information Inquiry System, commonly known as the Cpquery system. However, they can view office actions (OAs), amended claims in response to OAs, and similar documents through this system. If the patent application has been granted, a third party can obtain the "Statement of Opinion" for the Chinese application by following a specific procedure for requesting inspection and copying of documents from the National Intellectual Property Administration (CNIPA). To request access for reviewing and copying documents, the third party has several options. They can visit the CNIPA in person, send a request by mail, or submit a request electronically using the Patent Business Processing System (http://cponline.cnipa.gov.cn).
