Against the backdrop of China’s leading position in global patent filing applications, the Chinese government has gradually shifted its policy focus in recent years to enhancing patent quality and promoting commercialization. It has abolished financial subsidies for patent filing and grant and explicitly stipulated that patent quantity shall no longer serve as a primary indicator in talent evaluation, project review and enterprise qualification programs, thereby reducing low-quality filings at the institutional level.

Many universities and research institutions have established pre-filing patent evaluation mechanisms to conduct proactive filtering. With improved patent quality, patent assignment and licensing activities have continued to expand. The industrialization rate of enterprise invention patents now exceeds 50%, reflecting that patents are increasingly being converted into real commercial value.
